To make this work we used two controllers.  The BIG controller on the left with all of the outlets on it controls the hats, HAPPY BIRTHDAY, and the up-down counter.  The controller on the right runs the animation that makes Frosty appear to "dance".We came up with a somewhat complicated timing circuit. This allows the hats to strobe on one at a time until the last one lights on Frosty's head. When that hat comes on, the Up/Down counter circuit is enabled which lets it go through it's "dancing" move while the timer lights the "Happy Birthday" caption at the top of the display. When this is done it all resets and starts over. It took exactly 2970 lights to make the animation work. Click on the picture to see a short animation of Frosty in action.
